I am unable to rewind or go forward to a specific time in a few of my videos, this is not a problem for everything. For example if I have a video and I am watching a video and need to backtrack to 10:40 in the video, it will automatically start the video at 10:50 instead even though when I drag the slider at the bottom it says 10:40. As if the DVD has been built with only certain markers within the video you can jump to, and nothing in between.

That depends on the media format. Some enable more accurate seeks than others. There is not much to do about it.
