All language prefs for audio language are ignored

I have gone through both the forum and the bug tracker and there seems to be a problem with the audio language selection. I have found several posts where people want to set the default language, either by adding a code to the audio language or setting the audio track number.
Unlike the majority of posts the problem is manifested from a commercial DVD release (in this case the complete star trek TNG). Whenever I start playback the audio language defaults to german, which is audio track 4 and correctly identified as german. I am a UK user, and all of my OS settings and VLC settings are for English, so it is not an underlying localisation problem. I have gone through all the permutations I can find of setting country codes, but they seem to have no effect. Even ending the list with none after the english options fails to stop german being selected. Manually setting the channel number when I open the disk also does nothing, I have to manually change the audio track from 4(german) to 1(English) for each and every episode. There seem to be issues with the language settings for a variety of files in the forum and bug posts, which suggests it is an underlying bug.
