What is suggested by no videos working but audios working

I am trying to run VLC 1.0.3 under kernlex 4.5 final under Win 98.
Numerous people running this configuration say VLC works fine, that's why I am testing with 1.0.3. However it doesn't for me. I am suspecting the problem might not be OS/kernelex related.
All audios I have tried play fine.
I have yet to see one image from a video file.
I see several symptoms. I boot my system. I click to start VLC. I immediately get a message saying "vlc just crashed. Do you want to send a report to the developers team?" This is after I have just booted my system. I say no. Then, after some disk activitiy lights, the VLC window appears.
For most file types, .flv., .wmv. .avi, when I try to open the vlc window simply disappears after I click the open button. Most of the time I do not see a vlc task. But sometimes I have seen continuing vlc tasks in task manager.
When I try to open vlc gain, I get the "vlc just crashed" message and the vlc window opens.
.mp4 files get seemingly consistently a "R6016 not enough space for thread data" C++ runtime error message. This error takes down the operating system.
Do these symptoms not add up to something?
