Set volume for music videos

Hi,
Before I begin, I've read through many posts on google\VLC forum and my problem is yet to be solved...
I have a heap of music videos in different formats, all of which play in VLC, however the volume level changes drastically between one file and the next. I want to have VLC on shuffle and play through them without having to run for the volume control. I've tried the normalization setting but it only averaged out the level of all the audio inside each clip, and it didn't help me. I also tried replay gain with no noticeable results.
Re-encoding the files is not an option. I just want to set a specific, standard volume level and have my clips all play at this volume.
It seems like such a basic thing to do but I'm finding it impossible to do this. Is this possible with VLC?
