Timer error (stuck/wrong increment) for H.264 clips

I am trying to play H.264 clips of 1 fps, 5 fps, 6 fps and 25 fps.
However, when I play the 25 fps clip, the timer is stuck at 00:00. For the 1fps, 5 fps and 6 fps clips, the timer would increment only 1 second for every 8 seconds of real-time footage.
This makes my video search very difficult.
Is there any way to resolve this error?

Not sure. The clips are supposed to be video surveillance clips from some vendor uncommon to the market.
What would be the information or key points to look at? Perhaps I can get them so as to facilitate this discussion.

Use mediainfo to know.
