Multi-Region DVD playback issue

Hi,
Up until July VLC could play dvds from any region on my compter. Now it will only play dvds from my region (region 4). I have looked through all of the programs that were installed after June (the last time I successfully played a region 1 disc) and none of them would have affected the DVD player. I have copyed everything from the messages box (verbosity was set to 2) below and am running a Matshita BD-MLT UJ-120S ATA drive on Vista. If anyone could shed some light on how I can get this working again, it would be appreciated.

Delete %appdata%/vlc and %appdataµ/dvdcss

Where and how do I do this? Are these libraries in the vlc directory?

I'm suffering from the *exact* same problem as moviemanic863, and I can't seem to find %appdata%/vlc and %appdataµ/dvdcss either.

If someone can tell me exactly where they are, I would be very grateful.
