AVI tag encoding problem

It seems VLC 1.1 uses CP-1252 while tags are actually written in CP-1251.
How to solve this problem? Is it bug?

I am not an expert on the AVI file format, but I cannot see where the encoding of the file is specified. If it's not specified, there's no way to fix this bug.

It would be better for many users if VLC defaulted to same encoding as the current locale is (e.g GB2312/GBK for Chinese, etc).

Autodetection or an option like "--meta-encoding" can be solution to this problem.

"vlc should be recorded in guiness book of world records for command line options" :wink:

By the way, it was working fine prior to v1.1
