VLC plays a MOV video as blank video

When I download the following video and play it with VLC v1.1.3, VLC plays the audio OK, but VLC plays the video as blank (black):

The video plays correctly with QuickTime v7.6.6.

VLC has the same behavior with my PCs running Windows XP x86 and Windows 7 x64. I think it is a VLC decoder problem, not specific to Windows. I hope a Mac or Linux VLC user will confirm this.

I hope this bug is fixed in VLC, as I would like to uninstall QuickTime. Other MOV videos I have tried in VLC play OK

Yep, confirmed.
I'm not sure where the problem lies, if it's about the RLE video codec or the low average frame rate of 10 FPS and/or the frame rate being variable but the video doesn't play in VLC whilst it's playing fine in FFplay.
