Pausing live streams

Does anyone know a way of pausing live streams? So that you could be receiving a stream from an RTSP source or camera, and could then pause it for 20 seconds and then continue watching from where you paused it. Obviously the data would be written to a file or cache.
DirectShow provides a way of doing this, but not with MPEG4 streams as far as I know.
