My command for make and install:
make install WITH_HTTPD=yes WITHOUT_NCURSES=yes WITHOUT_SKINS=yes WITH_WXWINDOWS=yes WITH_ARTS=yes WITH_DTS=yes WITH_ESOUND=yes WITH_FAAC=yes WITH_FAAD=yes WITH_FLAC=yes WITH_LAME=yes WITH_LIBA52=yes WITH_LIBTREMOR=yes WITH_MAD=yes WITH_SPEEX=yes WITH_TOOLAME=yes WITH_VORBIS=yes WITHOUT_AALIB=yes WITHOUT_FRIBIDI=yes WITHOUT_GGI=yes WITHOUT_LIBCACA=yes WITHOUT_SDL=yes WITHOUT_SVG=yes WITHOUT_SVGALIB=yes WITHOUT_XOSD=yes WITH_H264=yes WITH_LIBMATROSKA=yes WITH_LIBMPEG2=yes WITH_LIBTHEORA=yes WITH_TRANSCODE=yes WITH_CDROM=yes WITH_DVBPSI=yes WITH_DVD=yes WITH_LIVEMEDIA=yes WITHOUT_MOZILLA_PLUGIN=yes WITH_OPENGL=yes WITH_SSL=yes WITH_SLP=yes WITH_OPTIMIZED_CFLAGS=yes WITH_CDROM_DEVICE=/dev/acd0c WITHOUT_NLS=yes NOPORTDOCS=no

Error on install package:
cd: can't cd to /usr/ports/multimedia/vlc/work/fake/share/locale

Why? What parameter is incorrect or superfluous?

Unfortunatly, we have no contact with the ports maintainers of the various BSDs. This seems like a build issue with the ports system, so you should contact the ports maintainer of the package. (GOOGLE)
