Is your PPC a Xscale based PPC ?
The current PPC builds are only suited for that platform.

Same here, using Ipaq rx3715, that one is using a Samsung S3C2440 processor which is an ARM processor.
Architecture is like Xscale, but in practical usage more economical.
For WM2003 I don't think there should be a difference for the brand of processor as it only support ARM.

I am also using iPaq3715. But I have no problems receiving any stream. Ok - I have not tested every kind of streaming method, but my vlc-version works fine.
I used the version from this sitehttp://sourceforge.net/projects/vlcpocketpc/

Yes, that version works indeed on my rx3715, however concidering the date of that build and the fact that a lot is not working in there I wanted to try the builds on http://vthr.via.ecp.fr/~videolan/build/wince/
These all failed so far....
