Tons of audio artifacting and loss in VLC 64kb/s mp3 stream

Hey Guys
i apologize if this has been discussed often, but i am not entirely sure what to search for. We are setting up a stream for a college radio station
NIcecast > QTSS > .pls file at 64K for an iphone app.

The stream sounds great in Quicktime and iTunes. Surprisingly sounds even better in real player (i forgot that even existed). When put into VLC we are getting a ton of audio drop outs (blips and bloops)

The company building the app platform told us to go by how our streams sound in VLC because it's the most representative to what streams on the iphone/pad/touch - Though when i open the following file in my mobile safari it sounds amazing.

so what do you guys think? network issue? buffering issue in VLC? do you hear it? how do i solve it?

i increased the buffer on VLC so it is 30 seconds. after 30 seconds of buffering i am still getting dropped 'frames'

Thanks for checking it out. i downloaded the latest build and it's still happening for me... whats your buffer setting at? the more i think about it the more i am realizing that it's probably a packet shaper issue on campus that VLC is exposing for me moreso than VLC screwing up the processing of this stream
