setting up a music library/ music player *no mp3

i'm an extreme novice re: computers. i've gone to vlc.us.com to try and get some software i can use to store music - mostly off cd"s i want to be able to sort them and compile my own discs to burn.
{ i'd prefer not to use windows media player as it wants to constantly contact microsoft. i also want to store in wav format, not mp3, to conserve the best quality sound. }
I can't get anything to run or do anything, i do have a new vlc icon on my desktop, when i click on it , it just wants me to reinstall it every time, and i can't get it to do anything else.
i'd appreciate any help. i'm using windows xp pro. thks, haanmas.
