lags! 60FPS 720p

why is my video lags at 60FPS but 30fps plays fine and smooth.. i have already disable "skip the loop filter for H.264" because my 30fps videos were not smooth but now they are 
except 720P @ 60FPS.
Windows media player 12 plays it smoothly but i have problems with WMP12 sometimes when i wake up my computer WMP just wont play them anymore just stressing out my CPU(no matter what video) ! Only restart helps and that's why i wanna use VLC because it plays fine all of them i have no wakeup problem with VLC but it just wont play 720p @ 60FPS smoothly ! Please HALP!
ohh yeah forgot to say. WINDOWS 7 64-bit AMD 64 X2 QL-64 2.1Ghz, 4Gb of ram, Ati HD3200
