What is .fjp file format?

I am trying to find out what .fjp format is? I cannot find any information online about it. I have footage of a robbery in progress at a car dealer that I am trying to utilize in Final Cut Pro or some kind of app.. But VLC is the only thing that can open .fjp but it cannot convert it.. How can I convert this file?
