receive stream, transcode and provide to internet?

Hello community,
got a question about the all mighty VLC. Situation is I have to receive a live stream from a webcam and allow members to view the live stream in real time. The cam itself is within my intranet and it is not possible to provide direct access from internet to this camera (to use i.e. multicast, etc.). My webserver is able to reach the cam and also is able to receive the RTSP stream with VLC. I also know that VLC can act as a streaming server for existing media files. But is it possible to simultaneously receive the stream from the internal cam (, maybe transcode the stream) and act as a server? Mission is to have a web page with embedded Quicktime-Player (just an example / is there a VLC browser plugin working on Win/Linux/Mac with IE/Firefox/Safari?) where users can watch the live stream from the internal camera.
Is it possible and how to get this done?
Are there other solutions I should give a try?
