Missing Menu Items from VLC

Just downloaded and installed VLC on a win xp machine and I was trying to set up a http server to stream media. I was following the note on wiki when I noticed some of the menu items like file and settings are missing from the menu bar. I uninstalled and reinstalled it again with full option and still no file menu or settings menu. I didn't change the skin, it is the default simple version...is there a trick to get those menu items available?
