How do you rip *CLIPS* from a DVD?

First off I'm only talking about ripping scenes from DVDs that I legally own, honestly. Everyone has seen the tons of movie clips on YouTube so this has got to be a relatively easy process and I've heard that VLC is capable of this. I've seen video tutorials how to rip entire movies from a DVD, but not how to get specific clips.

For instance let's say I want to get 30 seconds of the famous Lobby scene from the first Matrix movie. How can I use VLC to rip that specific scene (or any scene) from the DVD?

I've come across countless tutorials online about getting the entire movie, but again, I just want to capture specific clips and I love using VLC. Can VLC do what I want in this case?

I'm running VLC 1.0.0 on Windows XP SP4.

That works from playing a DVD, that simple? (no DVD player on *this* computer to test it).
