need help understanding iptv diagram

This diagram really opened up my eyes on how to construct the topology for a IPTV LAN
I'm confused on a few things

would a VLC VOD Server/Client setup work with this network design? I'm sold on it except I'm unsure of how the tv tuner function would work. Or To put it more accurately - I'm not certain where to install the tv tuner. If I have a DVB to IP converter then would I still need a Tv Tuner card?

The topology confuses me.

I'd really like to use a VLC VOD Server/Client setup as a centralized point for storage and restreaming of VOD while still being able to watch live Satelitte TV to multiple clients.

any ideas?
