In the past I have successfully been able to record video off of NASATV to post back on youtube. Lately I have only gotten audio recorded, while video will not display nor record after I upgraded to 0.9.9, any one have any ideas to help? I record with asf file.

This stream is now using the WVC1 video codec. AFAIK VLC 0.9.9 can not properly record streams using this codec.

So you have two possible solutions:

Use another NASA TV stream which is still using the WMV3 codec:

Upgrade to VLC 1.0.0, get the latest nightly build here:
http://nightlies.videolan.org/build/win32/?C=M;O=D
Download the most recent Branch version, avoid Trunk versions because they are very experimental for now.
VLC 1.0.0 can record WVC1.

I used http://nightlies.videolan.org/build/win ... -win32.exe and installed it

for some reason the saved file was associated with Autocad but switched it to open with vlc, but still only audio. used Video WMV +WMA (asf) any suggestions?
