How can the libcaca be activated? (vlc 0.7.0 WindowsXP)

I didn't find any help according that subject, can it be done?

The website

shows the vlc-screenshots I would like to see on MY screen ;-)

Doesn't work on Windows yet, only on linux and MacOSX
Don't use PMs for support questions.
