play rtp streaming

I use ffmpeg and Jrtp, encoding mpeg4 video stream, then send with rtp, vlc can play the video but bad performance, so many mosaic. why? must I packet the stream to TS stream? thanks

thank you, but the question is not packet loss, there is No frame loss in "Statistics"
