Taskbar won't display

I open my vlc player then drag it onto my tv, then enter fullscreen mode. I could then drag my mouse onto the pic on the tv and the taskbar then would show up on my desktop and I could control the player... fastforward, stop, play what ever I wanted to do. Now the taskbar is gone and a can't seem to get it to show up on my desktop anymore, I have even tryed to unistall and reinstall the player with no luck. Can anyone help?????
