VLC stream bouncing question

Hey yall,

I’m currently working on a project and am wondering if this is possible and what this type of application would be called (newish to the streaming community). I have a computer that is not behind a firewall, but does not have port forwarding or a static IP. This computer has a video capture card that I need to stream out to a server. The server has a static IP, port forwarding and a web server. These computers are not currently on the same network (but they can be via hamachi/openVPN). What steps would I need to take to set this application up? I don’t need a step by step, just some place to start I guess.
