AIR feature in VLC

Hi guys,
Is VLC has or planning to enable the AIR (Adaptive Intra Refresh)?
FFMPEG enables encoders partial I-frames in macroblocks but VLC don't pass those frames to decoder.
It is very important in narrow-bandwith networks.
