Where is the ChangeLog?

NEWS and ChangeLog referenced somewhere deep in development section are greatly outdated (I leave it to you to experience the problem with finding them). In addition they are downloaded instead of being viewed in a browser, and because they contain UNIX linefeeds the text is unreadable in windows notepad.
