2 questions concerning playlist

hello to all

i found VLC the best media player around,
however i wander about 2 things:

1) is there a way to start vlc in command line like
vlc playlist.m3u
but with possibility that vlc starts from random item in playlist (and after to continue as ordered eg 54, 55, 56 ...)

2) is there a way to set vlc that he remembers the last playlist so that i can shut down my comp, and after to start vlc and continue playing my playlist from the last song i listened?
(like in winamp)
