How can I create a NEW Audio Equalizer Preset ?

For questions and discussion that is NOT (I repeat NOT) specific to a certain Operating System.

Hello Folks,
Since vlc 0.98a does NOT save equalizer settings... (yet?)
How can I create a NEW Audio Equalizer Preset ?
and...
where are the current presets stored ?
So I might edit them ???
(hopefully these are NOT hard-coded?)

As the Audio Equalizer sets each time to defalt when new song stats.How it can preset to desired setting so that it can not set to defalt when new song starts
