help, RTP stream generator?

I want to measure the jitter in the network via timestamp in RTP , if I want to use vlc streaming function as RTP traffic generator, How can I generate the RTP taffic package in the fix time interval, does vlc have this kind of setting ,or else how can I achieve？ Thank you

VLC (tries to) send RTP packet according to the timestamp anyway.
