Certain MP3 files encoded with l3enc 0.99a stutter

I am currently conducting an MP3 listening test and some of the participants came across a problem with VLC and MPC when playing some MP3 files that I used as low anchor. The files were encoded using l3enc 0.99a and play perfectly fine in WMP, iTunes, Nero ShowTime or foobar2000. MP3 decoding is done by FFmpeg, and sometime show issues with some variable bitrate files.

What is low anchor ?

The l3enc files are encoded with constant bitrate.
