Issue with streaming playback buffer b/c of total bytes

I wanted to double check with you as I am having a issue streaming / playing a file as it is streaming and wanted to know if you have come across it in the past or if someone can shed some light on the issues. Here is the problem I am having:

Download a file entirely to the system, plays without a hitch, good to go.

Playing a file as it downloads seems to work OK until it reaches the point where it catches up to what has been downloaded. When it reaches that point VLC should start buffering and then resume playback. Hence lies the issue, as far as I can tell there is no function that tells VLC how many much of the file has been downloaded (in bytes) so it will not resume playback from the file even after the balance of the file has been downloaded. Can anyone tell me if there is a function that has been overlooked on our end that tells VLC how large the file is in total bytes prior to the streaming piece allowing it to properly resume playback once the buffer is full again? An important part to pass along also is this is streaming .torrent files so I don't know if we can pass the total bytes inside the .torrent file. I appreciate your time all!
