streaming problems

I am trying to stream video using an ATI tv wonder 650 usb for a capture device. The video plays properly if played local, but when I use VLC to stream it, I get a verticle split in the video where the last part, ca. 1/4 of the screen is displayed and then a verticle bar followed by the first 3/4 of the picture. The audio plays correctly. I am using version 8.6. I tried ver. 9.2 but the video is completely unrecognizable using it. The best I could get was a continuously rolling picture. I am streaming using http and mpeg-ts. I have not been successful using any other method. I believe the output of the ATI device is mpeg4 or mpeg2. Transcoding makes no difference except if transcoded to mpeg2 it runs very slow and the video is jerky. My computer is a pentium 4 with 1 gig ram running at 3 GHz, and windows XP pro.

I could boot into Fedore 8 or debian if I had drivers for the device. Does anyone know where I could get Linux drivers for this device?
