Multi Capture Card Setup

I am going to set up VLC on a windows box to stream the out put of two tuner cards to a multicast.
The question is what are the cards that work with VLC in both the Tuner and composite inputs and which card have a multi card driver that will work with VLC?
If possible i would like to use mpeg4 hardware encoding cards but that is not hughly important as long as the stream can ne sent and saved in mpeg4.
I have had a search of the forums but have not been able to find a thread on this.
