Teletext encoding

Hi,
Is it possible to encode teletext with VLC from a plain txt file to an MPEG TS Stream?
It would be nice to add some info in TTXT when streaming to my IP BOX.
And to add subtitling in the TTXT on page 888 from a .srt file ...
I know there is a TTXT decoder but it's not avalable on the windows version ... will this come avalable on windows?
