VLC Streaming w/ Windows Media Encorder

Greetings.
I am quite new to VLC, but, I am currently running a live stream in a few weeks useing Window Media Encorder along with VLC. I have it set out by putting in "http://LUKE:8080" (Computer name is : LUKE) in VLC for the "Open Network" option in the http line. Currently, it works, but I need to learn how to make this stream public, and how I can set up a name to either rename, or overwrite " http://LUKE:8080 " . I need to find how I can make that line work publicly in VLC, as it will only work on my computer at the moment.
