Record mpeg not seekable

I have recently discovered that VLC is a great tool for recording video/audio from my usb based tv capture card. I am able to schedule recordings using VLM and output a decent (for my use) mpeg. The problem I have with the mpeg is that it is not seekable. I can, however, move the progress 'tick mark' on the progress time line bar and move within the file. I can not use cntrl-right arrow or alt-right arrow to jump around in the file. The total time on the file is displayed as 0:00 .

The settings I am using are mpeg-ts, mp2v bitrate 1024 scale 1, mp3 bitrate 64 channels 1. Do these settings somehow cause the problem I stated above? I am open to suggestions on any other settings that produce decent video at fairly low filesizes. I am able to record about 12 hours of audio/video in about 8 gigs of drive space.
