Video on Demand PC side server

I've been searching the wiki, the docs, the forums, and generally online everywhere to find an all in one solution to how in the world you set up a VoD server in the first place. Most of what I've come up with are mods to extended apps that work WITH vlc but not a stand alone vlc solution. Does this not exist? Do you require an announcer to broadcast the available streams to a client? I require a step by step instruction with detailed insight into setting up a VoD server on my computer. What I'm trying to do is set up a playlist and have that entire playlist available to my network. I don't require internet or webpage integration, just simple networked VoD. Eventually I'd like to tweak this approach to possibly allow this to be accessed over an http so I may receive these streams to my Wii gaming console. Is there a way without modds, extended apps, and so on to set up a VoD system that will also run on http for just my home network?
