Can VLC play from USB Tuner (not OTA)

Can VLC do this: I want to get an external USB tuner device, but I will not use the OTA antenna, I will instead plug in other devices, (VCR, IPOD, etc). I know that the external USB devices can accept input from video (yellow RCA jacks). Can VLC display a signal that is fed in this way?

If so, can anyone recommend an external USB device?

As long as your USB device has a direct show driver on Windows or a Video4Linux one for Linux it should work.
