Does vlc 0.8.6 support rtp over udp streaming

Hi,
I am trying to get a live stream from acti camera.In the previous version of vlc(vlc 0.8.2), live streaming is possible by using the url rtsp://username:passwd@IP:7070.The same url is not working in version 0.8.6.What may be the reason? Is there any alternative?The Acti camera supports rtp over udp.
