TV Tuner Card and VLC

I purchased a Hauppauge WinTV-HVR 1600 TV receiver. I installed in a PC with Windows XP Home Edition. Can any one tell me how to use this with VLC and do multiple streaming to a media server over the internet? I am a novice issuer and I would like all the help possible please................
