How to generate black lines above and below a 16/9 video liv

Hi everyone,

I have a problem concerning the display of 16/9 videos. I'm looking for a method to display black lines above and below 16/9 videos so that those lines become a real part of the video stream which would thus become a 4/3 video. Here are the explanations : I'm using VLC to display some 16/9 video files in my 4/3 cathodic television, but I don't want to use the 16/9 mode of the TV because it also adds (with the 2 black lines generated by the TV itself) three abnormal lines (one red, one green and one blue which are joined ) 2 cm above the video, and that's very disturbing while watching a movie. And, when I don't set the TV on the "16/9" mode, it upscales the 16/9 video into a 4/3 one (which is a sheer atrocity). My idea is to generate black lines in real time and display them around the 16/9 content so it becomes a 4/3 content and the TV displays it as 4/3 and my problem is gone. Can such a thing be done with VLC?
