svn-0.9.0 in cygwin

According to wiki instructions I have built a fresh checkout of 0.9.0 in cygwin. Both configure and make ran flawless. As last step I did "make package-win32-base". If I try to start vlc.exe from explorer nothing happens, except that drwatson is shortly running which I can observe in taskmanager.
Did anyone succeed in building and running vlc 0.9.0 succesfully in cygwin ?
EDIT1: it looks my cygwin wasn't up-to-date. Though I updated cygwin, it updated from local dir instead of internet
