Transcoding: Video output into AVI container?

Why is output to AVI not possible in VLC (transcoding)?

Because the container was never finished for VLC.

Why? Not because it's technically impossible, right? So, it must be a "political" decision. Or was the container considered not to be good enough? I'm just curious because sometimes I wish I could pass the video data through into an avi in order to work on it in another program...
