Problem displaying MPEG4 H264 video: waiting for SPS

I'm trying to stream a video clip in MPEG4.

The server instance plays fine.

The client instance only outputs the sound and there is no video.

My question is: what does "waiting for SPS" mean?
I think the player is waiting for something that doesn't never come so video will never be played...

(I'm using VLC 0.8.5)

SPS and PPS is required when decoding.

googling the RBSP(Raw Byte Sequence Payload)

as I know, H264 decoder needs RBSP.

SPS(Sequence Parameter Set)
PPS(Picture Parameter Set)
