I want to develop a plugin to support H.264 for the player,what should I do?Please give me some advices.thanks a lot!

I think ffmpeg now has partial h264 support. We use ffmpeg to play a lot of the content, so in the development version, compiled with ffmpeg from CVS should kinda work.

You can build your own decoder of course, but i'd advise you to test the above solution and in case of problems work with what is already there.
