How can I reduce bandwidth

When using VLC to stream video I want to minimize the total bandwidth used by the VLC to increase its performance, how can i achieve it? any idea? 
I don't need audio, I need to trancefer video only at 384kbps maximum... Plz help me to solve this problem....
