Where is the forum for Streaming with VLC ?

Hello,

I have read the guideline that says there is a forum just for streaming vidéo issues, but I can't find it.
Can anybody point it to me please?

I want to set up with VLC:
1/ IP Cam stream installed on my router with ethernet RJ45
2/ then, an RTSP cam on that same PC , then if possible on an android phone with push up notification on motion detection
