VCL IPTV delay from recording to play

Hello
I have to find a solution on how to take an iptv signal, delay it for 3 hours and play it, even if there are interruptions in the iptv signal. I am on a ship and want to show TV from home, in local time on the ship. I have an idea that I might be able to do that setup in VLC, is there anyone who can guide me in a direction.
