I've used this VLC version for many years and I love it. But I have trouble playing HEVC (H.265) files. They hesitate and stop when I play them.
I googled how to troubleshoot this at (https://www.free-codecs.com/guides/play ... ayback.htm).
I tried all of the options it lists in VLC Tools->Preferences->Input/Codecs and none of them work.

Some of my mkv and mp4 files in VLC do exactly the same thing (hesitate).

How do I get these files to play?

Version 3.0.14 is a bit old, you should update to latest VLC version, v3.0.20 as of today.

Someone in another forum told me that my CPU or GPU might not be strong enough to play the files. My CPU is an Intel(R) Core(TM) i5-10600K CPU @ 4.10GHz 4.10 GHz. I don't think it's my CPU and I'm using Windows 10.

Have you tried with VLC v3.0.20 ?
And what is your graphics card ?
