Is it possible to snip bits off a video?

Hello,
I do not understand most of the technical words in this forum, so I'm not sure if this question has been asked because I don't know what to search for besides "snip" and "edit". Also, if this is in the wrong forum, sorry.

I want to turn a 1m42s video into a 23s video by way of removing the start and the end. Is this possible? If so, and someone can explain it to me using non-technical language I'd be very grateful.

VLC is not an editor. You'd better use a dedicated video editor tool such as AviDemux:
